CLIENT PROFILE:  Oklahoma Supreme Court System

BACKGROUND:  

The Oklahoma Supreme Court system was preparing for a major modernization effort on a statewide basis. Executive management was concerned that the organization may not be ready for such a large scale transition.

CRITICAL ISSUE: 

Since this modernization effort was requiring specialized skills in Program and Project management, the Court Administration determined it was necessary to have a full assessment of the organization’s readiness capability. The most critical issue for the Oklahoma Supreme Court system was the protection of over $30 million in modernization investment funds. In this light the court system administration decided to have Coeur Group conduct a full organizational readiness assessment prior to their moving forward with modernization. The assessment was based on IT Standards of ITIL, CoBIT, PMI and OPM3 (Organizational Project Management Maturity Model)

HOW OUR CONSULTANTS HELPED: 

Coeur Group conducted executive level interviews with Court Administration, state, regional and local judges to determine a Common Executive Vision (CEV) for the modernization effort on a statewide basis for the Supreme Court system.

In addition, Coeur Group conducted an Organizational Project Management Maturity (OPM3) model assessment for the entire Information Technology organization. The results of this assessment provided critical understanding of the levels of project and program management capability in the current organization. Moreover this provided a clear understanding of what individuals should receive Project Management Institute (PMI) training to increase the potential success levels of future projects.

Based on the results of the OPM3 assessment and the Project Management Skills assessment, Coeur Group was asked to identify program management leaders for the organization. Coeur Group conducted its proprietary Critical Behavioral Interview process which identified both numerically, and quantitatively which individuals and previous and current experience for providing this type of leadership

PROJECT OUTCOME:

Once the results of the assessments were provided to the executive management team, immediate changes in the organization leadership for project management were instituted. The Oklahoma Supreme Court system implemented the recommendations provided by Coeur Group’s senior consultants as well as moving forward with changes for the Information Technology Organization (ITO) structure.
